Of course the affected users have lost their patience and started saying that we are not so good IT people. Some patches seems to work for a few days/weeks, but that's it. We have that problem since mid 2018, we've been on and off trying to fix it, but so far with no success. Nobody or almost nobody responded to requests directed at Microsoft about the problem, even on Microsoft forums. 3 experienced IT losing their time to try to figure out what the problem is.

Some people reported a quite similar problem watching videos on youtube.

I personally haven't seen any occurence so far on 7.

Even one person said he have the same problem on Windows 7.

Delete and recreate the user profile (we even replaced a machine TWICE with different hardware and the problem came back for the same user!).

Intel : set for each display 'Scale Full Screen' and check 'Override application settings'.

Increase vRAM in the bios for onboard GFX.

Make sure resolution and refresh rates are identical on every screen.

Disable custom application scaling in Acrobat (I just tried that on a user, waiting to hear about it, but someone says they don't even use anything Adobe).

Chrome : disable hardware acceleration.

bold text of a large title can help orient people as they browse and search.

Replace docking stations (N/A for desktops, of course) A navigation bar appears at the top of an app screen, below the status bar.

Chrome Easy quick temporary fix : F11 to go full screen, the F11 again to come back normal.

I compiled a few pages of workaround/fix/ways to make it better, so far nothing works.

Everyone seems to point toward Windows as being the cause. I've been reading on Adobe forums (could potentially be caused by Flash and/or Acrobat), Chromium / Google forums (Apparently it could related to Chrome), and of course Microsoft Forum. Laptops, Desktops, Intel onboard graphics, Discreet graphic cards (AMD or NVIDIA and one Matrox), docking station, no docking station, VGA-DVI, VGA-HDMI, DVI-DP, no matter what graphic setup we use.

This is still happening to us too, on various type of machines.
